You’re absolutely correct about public choice theory, and there is no way to avoid the airplane manufacturers being able to influence the regulators due to their expertise. That is why this contrast is so instructive. With the 777, Boeing worked with the regulators to create an extremely safe, reliable airplane. With the 737 Max, they used their influence to rush an unready aircraft to production. At some point, the burden falls upon the industries to behave ethically.
