Thanks for the thoughtful comment. You make a good point regarding regulation. I think I would define “reducing” from an industry perspective, to wit anything that reduces the cost of compliance. In this way, industry can work to rewrite regulations in a way that don’t seem to reduce their quantity, but yet reduce their impact nonetheless.
